Primary Purpose
To provide procurement assistance to support the construction bond effort and projects funded by the general fund. Minimal supervision needed to perform all assigned tasks.

Required:

Bachelor’s degree in business, accounting, or related field

TASBO Certification

Special Knowledge/Skills

Required:

Thorough working Knowledge of Texas, federal procurement law, and TEA Purchasing

Module of the Financial Accountability System Resources Guide

Proficient keyboarding and file maintenance skills

Ability to use software to develop spreadsheets, databases, and do word processing

Effective organizational, communication, and interpersonal skills

Experience

Three (3) years’ of sector construction procurement experience

Major Responsibilities and Duties
  • Perform other duties as assigned by Executive Director of Purchasing or Executive Director of School Facilities.
  • Work on General Fund contracts as required.
  • Ensure all solicitation documents meet compliance with state and federal procurement laws, TEA Purchasing Module of the Financial Accountability System Resource Guide, board policy, and locally defined procedures before submission to the Director of Purchasing.
  • Create construction procurement schedule to ensure solicitations and contract awards are processed in accordance with Campus Department Accounting Procedures (CDAP) and Board of Trustee approval schedule.
  • Provide a monthly report to the Construction Manager, Executive Director of School Facilities, and the Executive Director of Purchasing providing the procurement status of each construction project.
  • Provide a monthly report to the Construction Manager, Executive Director of School Facilities, and the Director of Purchasing providing the procurement status of each construction project.  A report will be generated more frequently if needed to communicate a delay in a milestone event that would alter the solicitation or award date.
  • Provide guidance regarding all construction procurement issues to include purchasing law and local procedures to district staff and construction consultants.
  • Ensure staff and consultants are involved in the construction process where appropriate.
  • Attend and monitor all evaluation committee meetings to ensure all contracts are evaluated and recommended for award pursuant to state and federal procurement laws, TEA Purchasing Module of the Financial Accountability System Resource Guide, board policy, and locally defined procedures before submission to the Executive Director of School Facilities.
  • Prepares final bid tabulations and Administrative Recommendations for Board approval.
  • Work cooperatively with construction staff to create evaluation criteria for each construction project.
  • Optimize the use of Oracle standard functionality to improve efficiencies.  At a minimum, create a Global Blanket Purchase Agreement for each contract award.
  • Maintain an accurate database of contracts within Oracle utilizing the Request for Quotation Module.
  • Prepares Public Notices for upcoming bids.
  • Displays professionalism in dealing with students, parents, staff and community.
  • Acts as liaison with school sites and other departments and outside agencies, including high-level staff such as principals and department directors.
