New Horizons Program: School-Age Pregnancy and Parenting

The New Horizons program is designed for all pregnant and parenting students enrolled in schools within Garland ISD.
Balancing the responsibilities of being both a parent and a student is a significant challenge. The New Horizons Program is dedicated to equipping these students with the skills and resources they need to manage their dual roles and succeed academically and personally.

Our district is committed to reducing dropout rates among pregnant and parenting students by providing various support services, including a comprehensive network of resources through collaboration with schools, communities, and government agencies.
Each of the district's eight high schools has a designated Family and Consumer Science teacher who serves as the school-age parent educator, coordinating the program's initiatives at their respective campuses.
Key services
Home Instruction and Infant Center: We offer personalized home instruction and access to our Infant Center to help students stay on track with their studies and return to school as soon as possible after childbirth.
Additional supportive services include:
- Academic Guidance: Assistance with basic academic skills and access to educational materials.
- Prenatal Care: Education on prenatal health and help securing prenatal care.
- Counseling: Support in obtaining family life education, personal, family, and crisis counseling.
- Parent Education: Resources and training to enhance parenting skills.
- Career Guidance: Help with career counseling and planning.
- Case Management: Personalized case management to address individual needs.
- Maternity Leave and Home Instruction: Continue home instruction and support during maternity leave and doctor-prescribed bed rest if needed.
- Nutrition Assistance: Help with prenatal nutrition, supplemental nutrition for children, and breastfeeding support.
- Transportation: Student and dependent transportation to and from school and the Infant Center, as available.
- Child Care: Assistance with child care needs.
- Immunization Referrals: Guidance on obtaining immunizations for children.
- Language Services: District language interpretation services
- Social Service Networking: Connections to broader social services.
- Developmental Assessments: Help with securing developmental assessments for infants and children.
- Post-Secondary Education: Information on further education and training through School-Age Parent Educators (SAPEs), school counselors, and Career and Technical Education teachers.
Compensatory Education Home Instruction (CEHI)
CEHI is the mandatory support service component districts offer in a pregnancy-related services (PRS) program. CEHI provides academic services to the student at home or hospital bedside when a valid medical necessity for confinement during the pregnancy prenatal or postpartum periods prevents the student from attending classes on a district campus. CEHI must consist of face-to-face contact with a certified teacher of the district providing academic services to the student.
Know your rights: Title IX protects you from discrimination at school
Title IX of the Education Amendments of 1972 (“Title IX”), 20 U.S.C. §1681 et seq., is a Federal civil rights law that prohibits discrimination on the basis of sex—including pregnancy and parental status—in educational programs and activities.
Here are a few things you should know about your rights:
- Your school must allow you to continue participating in classes and extracurricular activities.
- You may choose to participate in special instructional programs for pregnant students; it is your choice. The alternative program must provide the same types of academic, extracurricular and enrichment opportunities as your school’s regular program.
- You are only required to submit a doctor’s note for office visits and hospitalization if the school regularly requires doctor’s notes for other students.
- You must be provided reasonable adjustments like a larger desk, elevator access, or allowing you to make frequent trips to the restroom, when necessary because of your pregnancy.
